Board of Directors

Charles M. Yoon, Chair
Mr. Yoon is a Founding and Managing Partner of Yoon & Kim LLP, an Asian American owned law firm.   Since 1989, Mr. Yoon has focused his practice on domestic and international litigation and arbitration.   He has prosecuted as well as defended a broad array of commercial disputes, director and officer liability cases, professional malpractice claims, personal injury claims, and insurance/fidelity bond claims. Mr. Yoon has represented domestic and foreign entities including corporate clients in various industries such as trade, banking and finance, ship building, technology and entertainment. Mr. Yoon is the Chair of KALCA and the past Overseas President of the International Association of Korean Lawyers and the Korean American Lawyers Association of Greater New York.  Mr. Yoon currently serves as a Trustee of the Khym Foundation and received his B.A. from Columbia College and his J.D. from Columbia Law School.

David S. Kwon, Vice Chair
Mr. Kwon is a Partner in the Newark office of Kirkpatrick & Lockhart Preston Gates Ellis LLP, where he concentrates his practice in the areas of complex business litigation, insurance coverage litigation on behalf of corporate policyholders and white collar crime/corporate internal investigations.  In addition to his service on the Board of Directors of KALCA, Mr. Kwon is active in the Asian American community as the newly-elected Vice President and immediate past Secretary of the Asian Pacific American Lawyer's Association of New Jersey, Chair of the Government & Judicial Appointment Committee of the Korean American Bar Association of New Jersey and member of the Korean American Lawyers Association of Greater New York.  Prior to joining K&L Gates, Mr. Kwon served as an Assistant District Attorney for the New York County District Attorney's Office from 1995 to 2001, concluding his service in the Special Prosecutions Bureau.  Mr. Kwon also served as a Special Assistant United States Attorney for the Eastern District of New York and was awarded the U.S. Department of Justice Award for Public Service in 2000.  
 
Amy Hong, Secretary/Treasurer
Ms. Hong is an Analyst at Goldman Sachs in its Public Sector and Infrastructure Banking Group. Previously, she has held positions with UBS Financial Services, Inc., in private wealth management, and at Yulchon, a law firm in Seoul, Korea, as an intern in the banking and finance group. Through the KALCA Internship Program, she spent the summer of 2004 interning at the New York City Mayor's Office of Immigrant Affairs and gained exposure to critical issues that immigrants face, such as voting rights, language access, housing and labor rights. Amy also interned for the National Black Caucus of State Legislators in Washington, DC where she researched policy surrounding renewable energy, healthcare, and education. She led the Emerging Leaders Program and was a show rider on the Equestrian Team at Bucknell University, where she received a B.A. in Political Science and International Relations.
 
Edward C.M. Kang
Mr. Kang is the founder of Edward C.M. Kang, CPA & Co., a leading tax, accounting and consulting firm in New York City serving a wide range of corporations, partnerships, LLCs, and individuals. Mr. Kang has over 30 years of experience across a broad spectrum  of  industries,  including  import/export,  wholesale,  real estate,  petroleum production, supermarkets, apparel distribution, professional services (law, medicine, engineering) and all types of non-profit organizations, large and small.  He received his bachelor’s degree from Seoul National University and his master’s degree in accounting from The University of Oklahoma. He has been a certified public accountant in New York since 1980.  Mr. Kang is a member of both the American Institute of Certified Public Accountants and the New York State Society of Certified Public Accountants.  Additionally, Mr. Kang was an adjunct professor and currently is a member of various charity and non-profit organizations, including The Korea Society.
 
Jinny Jung
Ms. Jung is a Director of the Promotions Marketing for the Animation division of Turner Sports & Entertainment Digital Ad Sales.  In this role, she supports the ad sales team with custom digital promotions and is responsible for setting up and managing sponsorship processes and strategy to maximize digital ad sales revenue.  Prior to this position, Ms. Jung worked in several marketing divisions within Turner Broadcasting including Cartoon Network, CNN and Turner Classic Movies.  Before moving to New York, Ms. Jung was a member of the Korean American Coalition – Atlanta board and served as President in 2006.  As President, Ms. Jung focused on community outreach and helped establish partnerships between KAC and the Gwinnett County School System which was dealing with a major influx of new Korean immigrant students.  She currently serves as Secretary for Korean American Coalition National.  Ms. Jung's community leadership also includes serving on the planning committee for the 2007 KAC National Convention held in Atlanta and participating in the 2006 Overseas Korea Foundation program and the 2008 Network of Korean American Leaders (NetKAL) Fellowship program.  Ms.Jung received her B.A. in English at the University of Georgia.

Dr. Yung Duk Kim
Dr. Kim has been a business and community leader for over 30 years. He led the Hyundai Corporation USA as the CEO and President from 1987 to 1997, and led the Hyundai Heavy Industries Co. Ltd. as Senior Executive Vice President from 1982 to 1987. As a community leader, he serves as Chair of the Asian American Federation of New York and the Korean American Association of Greater New York, and as Board Member of the Korea Society and Woori Bank of America. He also served as Chair of the Seoul National University Alumni Association of Greater New York Board. Dr. Kim received his B.S. and Ph.D. in Civil Engineering from Seoul National University and the University of Western Ontario respectively.
 
Grace Lyu-Volckhausen
Ms. Lyu-Volckhausen is a founding board member of KALCA.   Ms. Lyu-Volckhausen also serves as the President of the Tiger Baron Foundation and as a New York City Commissioner on Human Rights.   She has been a community activist in New York State and City for over 35 years.   She served as the Chairwoman of the Asian American Advisory Committee for Governor Mario Cuomo, an advisor to Mayor Edward Koch, and an a Senior Policy Advisor for New York City Councilman John Liu.  Ms. Lyu-Volckhausen also serves as an advisory board member to the Legal Aid Society, a Trustee of the Public Theater, and as a board member to the YWCA of New York City, the YWCA of Queens, the Prospect Park Alliance, the Asian American Federation, the Citizens Union Foundation, and New York City Bar Justice Center.  Ms. Volckhausen received her B.A. in Political Science from Yonsei University and her M.A. in International Relations from New York University.

Frank C. Oh
Mr. Oh is a Vice President at Goldman Sachs in its Infrastructure Finance Group. Prior to joining Goldman, he was a First Vice President at a leading municipal securities underwriting firm where he spent over ten years developing innovative structures for New York State clients including New York City Municipal Water Finance Authority, New York City, Jay Street Development Corporation, Empire State Development Corporation, Dormitory Authority of the State of New York, New York Local Government Assistance Corporation, Town of North Hempstead, Buffalo Municipal Water Finance Authority and New York Counties Tobacco Trust. Mr. Oh is responsible for structuring over $9 billion of new money and refunding transactions for New York State issuers. He was also Deputy Director for Finance in the New York City Comptroller's Office where he participated in issuing over $8 billion of New York City related debt. Mr. Oh has a Masters in Business Administration from the New York University Stern School of Business and a Bachelor of Science in Economics from the Massachusetts Institute of Technology.

 

Paul Yoon
Mr. Yoon is an Assistant Prosecutor in the Essex County Prosecutor's Office where he
prosecutes crimes against the State of New Jersey. Prior to joining the Essex County
Prosecutor's Office, Mr. Yoon clerked for the Honorable Joseph P. Donohue in Union
County and served as Special Assistant to the Honorable Mayor Anthony A. Williams in
our nation's capital. Mr. Yoon received his J.D. from New York Law School in 2006 and
his B.A. from the University of Pennsylvania in 1996.
Mr. Yoon's commitment to public service began when he received the Woodrow Wilson
Fellowship, a program aimed to advance people of color into the public policy arena.
He is very active in the Asian American community. Most recently, he was elected to
serve as Treasurer of the Asian Pacific American Lawyers Association of New Jersey and
currently serves as Co-Chair of the organization's Judicial and Political Appointments
Committee. He joined the Board of Directors for the Korean American League for Civic
Action the spring of 2010.
